‘Carlos Kunkel’ is the Member of The Chamber of Deputies, The lower house of Argentina National Congress.
The hacked website https://carloskunkel.com/ was showing a deface page, with a short message saying,

It is not the first Time when These hacker have hacked the website of any Poltical Figure, in early August they hacked and deface Official website of  Serigo Massa, the Mayor of Argentina
